BLUE is the up-and-coming idealists of the organizations, as such usually the focus in most traditional stories. Although BLUE is the smallest and holds the least influence, it by far contains the most movers and shakers. Most people on SAS who are interested in changing the world have joined it, and it pretty much holds complete control over [[Metro City]].

BLUE members tend to be idealistic and naive, believing the world can be improved if they unite. Their low level work often involves settling minor squabbles in the [[Metro City Slums]], and eventually move on to trying to diplomatically work with powerful violent groups like the [[Dryads]] and [[Yuki]].
