 HAZE started soon after the Planet Eaters had ravished the universe, destroying the large majority of planet as well as any interplanetary contact. Originally started a close knit group, but that was abandoned by its founders after a catastrophe wiped out a landmass. The name and resources were inherited by a powerful mage, and he worked to establish power over Sote to prevent widespread tragedies from happening again. Unfortunately, in the unchecked expansion corruption and bureaucracy took root, and even with individuals working to solve it the organization has trouble keeping its head above water, much less actually making positive impacts.
