The Uligo were a later race that was artificially created to prevent Sote from being overtaken by any one force. If such were to happen, they would swallow the world and wipe out all life. As humans began to stabilize the environment, it looked like they might not be necessary for some time and would be allowed to explore their cultural identity. However, they were surprised and wiped out by elvish supremacists. Oh well.
